Midwest Governors Freeze Data Center Tax Breaks Amid Resource Concerns

In a move that signals a growing pushback against unchecked AI infrastructure expansion, Illinois Governor JB Pritzker and Ohio Governor Mike DeWine have paused billions in tax incentives for new data center projects. The bipartisan decision, announced in early June 2026, comes as local communities and utility regulators raise alarms about the immense electricity and water demands of hyperscale facilities operated by Google, Microsoft, Amazon, and Meta.

Both states have approved over $2 billion each in tax credits and abatements in recent years to attract these projects. But with a single data center campus consuming as much power as a small city and millions of gallons of water daily for cooling, residents and officials are questioning whether the promised jobs justify the strain on public resources.

Pritzker and DeWine have formed a working group with utility executives, environmental scientists, and tech representatives to study the actual impact on grids and water supplies before committing more taxpayer money. The six-month review will examine performance-based incentives, water-efficient cooling technologies, and mandatory reporting on resource usage.

While existing projects with approved incentives continue, the freeze applies to new applications for state financial support.
